The fourth largest economy in West Africa, Senegal has initiated reforms to accelerate its growth
1.1.Second economy of Francophone West Africa, Senegal seeks to generate sufficient growth to emerge
With a GDP of 14 billion USD for 14.7 million inhabitants, Senegal represents 18% of GDP of the sub-region. The country, which experienced its third democratic alternation in March 2012, is also a pole of political stability in West Africa. Nevertheless, until 2013, economic growth (3.5% in 2013, 2.5% per year on average between 2008 and 2013) absorbed by population growth, did not allow the country to emerge: Senegal is ranked 170th out of 187 countries in the HDI rankings published by UNDP in 2015 and nearly half of the population lives on less than US $ 3 per day. The trust capital in power is gradually eroded by persistent social difficulties. The management of economic policy, if it is more transparent, stumbles on the issue of growth and especially employment, the case of energy, the stagnation in tourism and the challenges of agricultural development.
1.2. Recent economic performance shows faster activity, but economic and financial fundamentals remain fragile
At three years of the next presidential election, President Macky Sall focuses on the launch of social programs and on the "Plan Senegal Emergent" (PES), set of structural measures and infrastructure investments to accelerate growth and boost employment. Despite negative exogenous factors (impact of the Ebola epidemic on tourism activity, late start of the rainy season), growth tends to accelerate (+ 4.7% in 2014, + 6.5% in 2015) while remaining below the PES targets (7 to 8% per year between 2014 and 2018). Senegal's indebtedness and the burden of debt service in the budget are growing rapidly. Macroeconomic balances are subject to an accompaniment of the International Monetary Fund (IMF) as part of a PSI program (Support Instrument Economic Policy), renewed in 2015 and supports the implementation of the ESP.
2. Senegal remains an important economic partner of France in the region and a priority country for our cooperation policy
2.1. France is the largest investor in Senegal and its largest trading partner.
Trade (853 MEUR in 2015) are in surplus in favor of France (surplus of 681 million, the fourth surplus in Africa after Algeria, Egypt and South Africa). France has seen its share of the market decline for a dozen years - currently reaching 18% of Senegalese imports including hydrocarbons - ahead of Nigeria (12%) and China (8%). Despite a still challenging business environment (ranked 161st out of 189 countries in the Doing Business 2015 ranking by the World Bank), the investment outlook is favorable for our businesses, whose presence is expected to strengthen further (FDI stock EUR 1.7 billion in 2014). These play a significant role in the country's economic vitality: French companies provide a quarter of the country's GDP and tax revenues and represent 15,000 jobs. Senegalese expectations are particularly strong with regard to a French commitment in the priority project of Regional Express Train, for which several groups of French companies have stressed their interest.
2.2. Senegal is a priority country in our cooperation policy.

AFD is a leading player with total net commitments of over EUR 1.2 billion in a wide range of sectors and in emblematic projects such as the Dakar-Diamniadio highway public-private partnership with Eiffage. After reaching a high of EUR 200 million in 2013, AFD's annual commitments are approximately EUR 100 million a year.
