Algeria
With a territory of 2.5 million km², and
a dynamic demography (natural growth rate of nearly 2.2% per year with 40.4
million inhabitants on 1 January 2016 and a forecast of 41.2 million in 2017),
Algeria has the highest GDP per capita in North Africa (14,950 USD in
purchasing power parity) and the fourth GDP of the African continent (168
billion USD in 2016). The wealth of its subsoil (oil and especially gas: 7th
world exporter in 2015) combined with the rise in international oil prices in
the 2000s have given the Algerian authorities significant resources for the development
of their policies. economic and social. Hydrocarbons averaged over the period
2002-2015: 98% of the country's exports, 67% of tax revenues and contributed
35% of GDP.
However, the fall in global hydrocarbon
prices since mid-2014 has highlighted the vulnerabilities of this
hydrocarbon-dependent economic model driven by public spending. The average
price of Sahara Blend (oil produced by Algeria) rose from 112.7 USD / bbl in
June 2014 to 31.3 USD / bbl in January 2016, rising to 53.7 USD / bbl in December
2016, and has resulted in a contraction in the relative weight of hydrocarbons
in the country's exports, budget and growth. In 2016, they account for only 93%
of exports, 38% of tax revenues and 27% of GDP. The budget, after experiencing
a deficit of 16.4% of GDP in 2015, shows a deficit of 12.9% of GDP in 2016 due
to a decrease in expenditure of 8.8% while revenues have the current account
deficit also worsened due to the ever-shrinking nominal amount of hydrocarbon

Algeria, however, has real room for
maneuver, as several positive indicators show, to cross the exogenous oil shock
and work towards greater diversification of its economy. Growth, driven by
public spending and the non-hydrocarbon sector, was 3.6% in 2016. Its external
debt remains stable at 2.7% of its GDP. Its foreign exchange reserves remain at
a satisfactory level (USD 114 billion in 2016 providing 22 months of imports).
Inflation, 6.4% in 2016 according to the ONS, should again be controlled in
2017 to 4.8%. The banking sector remains well capitalized despite the
contraction in liquidity which became a monetary policy issue in 2016 (bank
solvency ratio of 17% and 27% of bank assets are liquid in 2015).
In 2015, with a market share of 10.5% and
exports worth EUR 5.4 billion, France is Algeria's second largest supplier
after China (16.0% market share) . The main French export items remain cereals
(13.7% of the total), pharmaceutical preparations (11.9%) and motor vehicles
(7.8%). In return, French imports from Algeria (€ 3.9 billion in 2015) are 92%
hydrocarbons. France is also one of the largest non-hydrocarbon investors in
Algeria with an estimated FDI stock of 1.75 billion EUR at the end of 2015
(according to the Banque de France). Algeria is in 2015, the 13th customer of
France, its first customer in the Arab world and its second customer outside
OECD after China.
