RULING THE RULES
The rules of handball
The ground and its dimensions
The ball
The dimensions of the balloon, that is to say the circumference and the weight, are as follows for the different categories of teams:
• 58-60 cm and 425-475 g (Dimension T3) for senior men's teams and for young men's teams (over 16 years old).
• 54-56 cm and 325-375 g (Dimension T2) for senior women's teams, for girls (over 14 years old) and for young men's teams (14-16 years old)
• 50-52 cm and 290-330 g (Dimension T1) for young male and female teams (12-14 years old)
• T0 size for even younger teams
At least two balloons are required for each match.
It is permitted to:
• Throw, grasp, stop, push or hit the ball with hands (open or closed), arms, head, trunk, thighs and knees;
• Keep the ball up to 3 seconds;
• Make 3 steps or 4 presses to the maximum with the ball (otherwise "walk")
• As soon as the player controls the ball with one or two hands, he must play it after 3 steps or within 3 seconds.
It is forbidden to :
• Touch the ball several times, unless it has touched the ground, another player or the goal (otherwise "dribbling");
• Touch the ball with a foot or leg (below the knee);
• Keep the ball in possession of its own team, without an attempt to attack or shoot at the goal being recognizable. This is considered a "passive play", sanctioned by a free throw against the team in possession of the ball. The free throw shall be executed from the place where the ball was placed at the time of the interruption of play. The referee shall signal it upstream by a warning gesture.

The goal
The goal area:
The goalkeeper has the sole right to enter the goal area. The ball belongs to the goalkeeper on the goal area.
The goalkeeper :
The GB can not:
• putting the opponent in danger;
• Leaving the goal area with the ball he has checked;
• After returning, touch the ball again outside the goal area if the ball has not been touched by another player beforehand;
• Touch and bring back into the goal area the ball on the ground or rolling on the ground outside the goal area;
• Return with the ball from the playing surface to the goal area.
In his goal area, the GB may touch the ball with all parts of his body; he may leave and return to the goal area freely (but without possession of the ball) but, when moving outside his goal area, must follow the rules applicable to a field player.

Validity of the goal:
A goal is scored when the entire ball crosses the full width of the goal line. A goal can not be canceled once the referee has whistled the following engagement. A goal can be marked directly on:
•       Throw in
• Free Throw
• 7 meters
• Commitment
• Reference

The commitment:
At the beginning of the match, the team that wins the draw chooses to make the commitment or the side of the field.
After each goal, the match resumes with a commitment made by the team that has conceded the goal, within three seconds after the whistle of engagement, from the center of the playing area. the engagement must be at least one foot on the center line. His teammates can not pass the center line before the whistle while the opposing players may be in the two halves of the playing area.
Opposing players may not approach within 3 meters of the player making the entry.

The throw-in:
A throw-in shall be awarded to a team when the entire ball has crossed the sideline or goal-slip, when an opponent's field player has touched the ball last before he leaves 'play area.
The throw-in shall be carried out without a whistle from the referees, from the point where the ball crossed the touchline or, if it crossed the goal-line, from the intersection between the touchline and the goal line of the side concerned. The ball carrier must keep at least one foot on the sideline until the ball has left his hand. In the case of a throw-in, opponents must stand at least 3 meters from the pitcher.
I re-send :
A referral is granted when the goalkeeper has controlled the ball on the goal area or when the ball crosses the goal-line after being last touched by the goalkeeper or a player of the opposing team.
The referee shall be executed by the goalkeeper, without whistle from the referee, from the goal area beyond the goal area line.

The team, player changes, equipment:
The team:
A team of up to 12 players. On the playing area, can not be at the same time as 7 players. The other players are substitutes.
At the beginning of the match, any team must have at least 5 players on the playing area. The match can continue if the number of players on the playing field falls below 5. The referee judges whether the match must be stopped and when.
Changes :
Players and goalkeepers enter and leave the playground at any time by always crossing their own area of change. An irregular change must be penalized with an exclusion for the guilty player.
The equipment:
All field players on a team must wear a uniform uniform that must be clearly distinguished from the other team's outfit. The goalkeepers must wear an outfit of color different from that of their team as well as that of the opposing team and the opposing goalkeeper.
Players must wear sports shoes.

Sport sanctions:
The free throw:
It is granted as soon as an irregularity is committed by a team. The referees must ensure the continuity of the match by refraining from interrupting the game prematurely by a free-throw decision. The free throw is generally executed without a whistle from the referee, unless he so requests, from the place where the irregularity occurred.
Attackers must not be between the goal and free-throw line at the time of a free-throw. When running a free-throw, opponents must be at least 3 meters from the pitcher.
The jet of 7 meters:
A 7-meter throw is ordered when a clear goal opportunity is thwarted by a player or an opposing team official at any place on the playing court,
When ordering a 7-meter throw, referees may grant a "time-out".
The 7-meter throw is a shot at the goal and must be played within 3 seconds after the referee's whistle.

Unsportsmanlike irregularities and behaviors:
Any irregularity that is primarily or exclusively directed towards the opposing player and not towards the ball must be punished gradually. Each irregularity under the progressive sanction requires a personal sanction, starting with a warning, and continuing with a series of increasingly severe sanctions.
Warnings and exclusions from other irregularities must also be taken into account in the progressivity.
A player who attacks the opposing player in a way that poses a risk to his physical integrity must be disqualified.
Any gross unsportsmanlike behavior on the part of a player or team official on or outside the playing area must be sanctioned by disqualification.
A player guilty of "assault" during the playing time must be expelled. Any assault committed outside of playing time results in disqualification.

Disciplinary sanctions
Disciplinary sanctions are progressive and adapted according to the gravity of the fault committed by the player or the official.
The scale of penalties is as follows:
1. Warning: yellow card
2. Exclusion: 2 minutes
3. Disqualification: red card
4. Direct disqualification with report: red card

A player can only receive one Warning and 2 Exclusions: the 3rd entails a Disqualification (the player no longer participates in the game but will be replaced after 2 minutes by one of his teammates). Fouls may result in direct disqualification and, in very severe cases, Direct Disqualification with Reporting.
An official may be sanctioned with a Warning, an Exclusion (he must take a player out of field for 2mn) and a Disqualification (a player must leave 2mn and the official must leave the bench).

A team can not be sanctioned overall of more than 3 warnings for the players and a warning for the officials.
