Cybercrime
is a "criminal offense that may be committed on or by means of a computer
system generally connected to a network".
It is
therefore a new form of criminality and delinquency that differs from traditional
forms in that it is situated in a virtual space, "cyberspace". In
recent years, the democratization of access to computers and the globalization
of networks have been factors in the development of cybercrime.
Types of
offenses
Today,
cybercrime can now be grouped into three types of offenses:
•
infringements specific to information and communication technologies:
infringements of computerized data processing systems, unauthorized processing
of personal data (such as the illicit transfer of personal information),
offenses bank cards, unauthorized or unreported ciphering, or interception;
•
information and communication technology offenses: this category includes child
pornography, incitement to terrorism and racial hatred on the Internet, attacks
on private persons and not on public figures, attacks on property;
•
infringements facilitated by information and communication technologies, such
as online scams, money laundering, counterfeiting or any other infringement of
intellectual property.
Economic
Consequences
According to
two studies conducted by the FBI and IBM in 2006, cybercrime would cost $ 67
billion a year, just in the US10.
According to
Interpol leader Khoo Boon Hui, 80% of cybercrime is linked in 2012 to organized
cross-border gangs and represents a financial cost (750 billion euros per year
in Europe) higher than the combined costs of traffics of cocaine, marijuana and
heroin11.
